Earn the Next Rung
Most companies try to jump straight to custom AI. They buy the hardest rung first and wonder why it wobbles. There is a graduated path, and each rung earns the next one. Governance runs through every level. Skip a rung and you pay for it later.
M365: the governed tenant
Teams, SharePoint, identity, labeling, lifecycle management. The data estate, cleaned up and governed. Everything above stands on this. Nothing above works without it.
Graduate when: you can answer "where does this data live, and who can touch it" for any workload, without a project to find out.
Agent builder: DIY inside guardrails
Business users building their own agents in the flow of work. Fast, cheap, close to the problem. The guardrails from rung one are what make this safe instead of reckless.
Graduate when: DIY agents are solving real problems and starting to bump into the limits of no-code.
Power Platform: departmental automation
Power Automate, Power Apps, Dataverse. Real data models, real integrations, still low-code. Departmental solutions with IT oversight instead of shadow IT.
Graduate when: the backlog needs data models and integrations that low-code strains against.
Copilot Studio: custom copilots, IT-led
Custom copilots and agents grounded in business data, built and run by IT. More control over behavior, topics, and data connections than the rungs below.
Graduate when: you need model choice, serious evaluation, and orchestration that a managed studio cannot give you.
AI Foundry: models on your estate
Azure AI Foundry against the estate you governed in rung one. Model selection, grounding, evaluation, safety tooling. This is where AI stops being a feature and starts being infrastructure.
Graduate when: the workload is genuinely bespoke and the economics justify owning the build.
Standalone custom solution
Full custom builds. You own the stack, the models, and the risk. The most powerful rung and the most expensive one. Almost nobody needs to start here. Everybody wants to.
Graduate when: nothing below fits. Not before.
Why graduated beats big bang
Each rung is cheaper than the one above it, and each rung proves the value that justifies the next investment. A PoC at rung two costs almost nothing and tells you whether rung four is worth funding. That is how you keep AI spend proportional to proven value instead of projected value.
The other reason is trust. Legal and security sign off faster at every rung because the rung below already answered their questions. Governance compounds. So does credibility with the business.
Start at rung one. Earn every step up.
